What is Form NCO?

Form NCONotification of Change of Ownership — is the official South African form a seller uses to notify the licensing authority that they have sold a motor vehicle. Lodging it removes the vehicle from your name on the eNaTIS system, so that any licence fees, e-tolls and traffic fines incurred after the sale become the new owner's responsibility.

Who submits the NCO — buyer or seller?

The seller submits the NCO. It's the seller's protection. The buyer has a separate obligation: to register the vehicle in their own name using Form RLV. Both steps should happen within 21 days of the sale.

How to complete and submit Form NCO

  1. Download and print the form above.
  2. Fill in the vehicle details — registration number, VIN/chassis and engine numbers — from the current disc or RC1.
  3. Fill in the seller's and the buyer's details, including ID numbers and the date of sale.
  4. Both parties sign. Keep a copy for your records.
  5. Submit at a DLTC or licensing office together with a copy of your ID and the buyer's details. Bring the registration certificate (RC1) if you have it.

Why the 21-day rule matters

If you sell your car but never lodge the NCO, the vehicle stays registered to you. You can be held liable for the new owner's licence renewal fees, e-toll charges and even traffic fines.   • Completed and signed Form NCO
  • Copy of the seller's South African ID
  • Copy of the buyer's ID and their address
  • The registration certificate (RC1), if available

Is there a fee to submit the NCO?

No — notifying a change of ownership is free. Costs arise when the buyer registers and licenses the vehicle in their name (see the fees page).
